Our Ministry has send an additional circular to the governorates regarding under which situations exemptions shall be brought for travel restrictions in 30 provinces with the status of metropolitan and Zonguldak for which entrance/exit restriction for vehicles has been imposed. Accordingly, travel permit shall be given by the Travel Permit Committees, formed within the body of the governorates/district governorates, for those who have been discharged from the hospital in which they received treatment, those who will travel to attend the funeral of the deceased first degree relative or sibling of themselves or their spouses, those who have arrived to the current city within the last 5 days and do not have any place to stay, those who have completed their military service and those who have been released from prison. The travel permit applications shall be made over Alo 199 line of our Ministry, e-application system of our Ministry and direct application to the Travel Permit Committees within the body of the governorates/district governorates.

Within the framework of the circular send to the governorates, our Ministry reminds that a circular has been send to the governorates of 81 provinces, particularly 30 provinces with the status of metropolitan and Zonguldak, regarding the Entrance/Exit Measures for Provinces and Age Limitations within the framework of the coronavirus measures in accordance with the suggestions of the Ministry of Health and Science Council and instructions of our President Mr. Recep Tayyip Erdoğan.

In the said circular, it is stated that within the framework of the fight against the new type of coronavirus outbreak, all entrances/exits by land, air and sea to 30 provinces with the status of metropolitan and Zonguldak have been restricted and curfew has been imposed for the citizens born after January 01, 2000.

Within the framework of the circular send to the governorates, as to determine the scope of those to whom travel permit shall be given and to ensure the unity of the relevant implementation, in accordance with sub-paragraph A/3/f of the circular regarding the Entrance/Exit Measures for Provinces and Age Limitations, it is stated that those certifying the existence of the below mentioned situations can receive travel permit and the relevant exemptions are stated as follows:

Regarding the Provinces for which Entrance/Exit Restrictions/Prohibitions have been Imposed:

  • Those who have been discharged from the hospital in which they received treatment and are requesting to return to their main place of residence, those who have been send with a doctor report and/or those who have previously booked a doctor appointment/control,
  • Those who will travel to attend the funeral of the deceased first degree relative or sibling of themselves or their spouses,
  • Excluding those whose reason of death is Covid 19, at most 4 persons accompanying the funeral transfer,
  • Those who have arrived to the current city within the last 5 days and do not have any place to stay and are requesting to return to their main place of residence on condition of certifying their arrival within the last 5 days with the ticket of the relevant travel, license plate of the vehicle with which they have traveled or any other document and/or information with respect to the relevant travel,
  • Those who have completed their military service and are requesting to return to their main place of residence,
  • Those who have a letter of invitation to a dated agreement from private or public sector,
  • Those who have been released from penal institutions and
  • Those who have completed their 14 days quarantine and observation period in the hostels of the Credit and Hostels Institutions in which they were placed after arriving from abroad.

In the existence of the above mentioned situations, travel permit shall be given by the Travel Permit Committees formed within the body of the governorates/district governorates.

Regarding the Applications for Travel Permit:

  • Alo 199 line of our Ministry,
  • E-application system of our Ministry and
  • Direct application to the Travel Permit Committees within the body of the governorates/district governorates shall be valid.
  • The travel permits shall be given by the exit provinces as one way or round-trip.
  • The travel permits shall be valid for up to 36 hours in case of being issued as one way and up to 72 hours in case of being issued as round-trip.
  • For the transfer of the soldiers discharged, the necessary measures shall be taken by the governorates in coordination with the relevant military units.
  • The travel permits are limited with passenger capacity for the private vehicles and with respect to the commercial vehicles with D2 passenger certificate and maximum 20 passenger capacity, the travel permits can be used on condition of not having passengers more than half the total passenger capacity.
  • Those who have arrived to the provinces, to which entrances/exits have been restricted within the framework of Article A/1/c of the circular, within the last 5 days and do not have any place to stay can apply for travel permit starting from 00 a.m. on April 05, 2020 Sunday till 08.00 a.m. on April 09, 2020 Thursday.
  • The travel permits issued for the travel of the citizens aged 65 and over and with chronic diseases, regarding whom curfew has been imposed within the framework of the circular dated March 22, 2020 and numbered 5762, shall also be valid for the entrances/exits for provinces restricted within the framework of our relevant circular.
  • For the uninterrupted implementation of the above mentioned measures, the necessary planning principally for the working conditions, including the weekends, place and personnel assignment shall be done and the disruption of the relevant implementation shall not be allowed in anyway.
  • As to track the implementation of the measures taken within the framework of the relevant circular in the provinces and districts; to eliminate the hesitations that might arise and to ensure the unity of the relevant implementation, Travel Permit Committees Tracking and Coordination Unit has been formed within the body of the Security and Emergency Center (“GAMER”) as to be uninterruptedly on duty in the center of our Ministry.
