Required Information & Documents

Applications generally start at Turkish foreign missions, unless the foreign national holds a valid Turkish residence permit (at least 6 months). All documents are submitted online via the e‑permit automation system.

Category Required Documents / Notes
General Applications Applications usually begin at Turkish consulates. If in Türkiye with a valid residence permit (≥ 6 months), an in‑country application is possible. Submit online via the e‑permit system:
  • Employment contract signed by employer and foreign national (scan & upload).
  • Passport copy; sworn/notarized translation if not in Latin script (scan & upload). Note: Permits are issued to a date no later than 60 days before passport expiry; applications with < 60 days validity are not processed.
  • Diploma or provisional graduation certificate (Turkish sworn/notarized translation; scan & upload). Diploma is mandatory for professional services or where required by the Ministry; in household services, a declaration of last completed school suffices.
  • Latest Turkish Trade Registry Gazette showing shareholding & capital.
  • Most recent balance sheet and P/L (tax office or CPA approved).
Private Education Institutions
  • Pre‑Approval Certificate from the Ministry of National Education (MNE).
  • “Opening & Start of Education” permit and License from MNE.
Domestic Services Permits are granted only for elderly, patient, or childcare functions; other roles are not eligible.
Health Sector
  • Pre‑Approval Certificate from the Provincial Health Directorate (for private health institutions).
  • Operating License for the hiring private health institution.
Tourism Sector
  • Tourism Operation/Investment Certificate (Ministry of Culture & Tourism),
  • or Activity Certificate from the Chamber of Commerce (if not a certified tourism enterprise).
Entertainment Sector
  • Service Certificate (bonservis) with sworn/notarized Turkish translation and apostille or consular attestation.
  • Bilingual employment contract (Turkish & the foreigner’s language) with wet signatures (scan & upload).
  • Operation License from the Ministry of Culture & Tourism.
  • Mandatory clauses for foreign artists: employer covers return tickets and travel; salary ≥ 3× biannual minimum wage; workplace tax number; emergency hotlines (155 Police, 157 Human Trafficking, Alo 170) and Provincial İŞKUR contacts.
Aviation Sector
  • Pilot License with sworn/notarized Turkish translation (scan & upload).
  • DGCA (Civil Aviation) Validation Certificate—work permit is valid together with this validation.
Engineers & Architects
  • Diploma Equivalency Certificate (if degree obtained abroad).
  • Payroll proof demonstrating Turkish staff employed in the same profession (for entities hiring foreign engineers/architects/urban planners).
Foreign Direct Investment (FDI) Companies
  • Proof that at least one “distinctive FDI” criterion is met (e.g., exports ≥ USD 1,000,000 in the last year—bank receipt/letter, FX purchase document, company‑approved income statement).
  • For key personnel (partner, chair, board member, GM/deputy GM, manager/deputy, etc.): signature circular; board/shareholders’ resolution copies; proof of expertise (service letters & translations, diplomas & translations, role‑specific evidence); assignment letter from the overseas parent company.
Liaison Offices
  • Operating Permit from the Ministry of Economy (scan & upload).
  • Evidence of ≥ USD 200,000 (or equivalent FX) inbound transfer in the last year (authority letter for the office head; bank receipt/letter; FX purchase document, etc.).
